The Kampala Cycle Network Plan 2023–2032 provides a strategic roadmap for developing a safe, connected, and inclusive cycling network across the Greater Kampala Metropolitan Area. Developed by KCCA in partnership with ITDP and UN-Habitat, the plan responds to growing congestion, air pollution, and road safety challenges by positioning cycling as a practical, affordable, and sustainable transport option.

Drawing on travel behaviour data, cyclist counts, and existing infrastructure assessments, the plan identifies priority cycling corridors and outlines design standards for high-quality cycling facilities. It proposes a phased implementation approach that connects residential areas, employment centres, schools, markets, and public transport hubs while ensuring safer conditions for cyclists of all ages and abilities.

Beyond infrastructure, the plan highlights complementary measures such as bikeshare systems, safe cycle parking, traffic calming, and public awareness initiatives to encourage more people to cycle. By expanding access to safe cycling, Kampala can improve mobility, reduce transport costs, enhance public health, lower emissions, and create a more liveable and equitable city.
