The Addis Ababa City Administration developed a ten-year Non-Motorised Transport (NMT) Strategy for 2019–2028 to guide the development and implementation of walking and cycling initiatives across the city. Following implementation plans for 2019–2021 and 2022–2024, the NMT Implementation Plan 2025–2028 represents the final phase of the strategy, focusing on consolidating achievements and completing its objectives. As of July 2026, the Corridor Development Programme had expanded to eight corridors, delivering more than 241 km of cycle tracks and 426 km of pedestrian walkways. These investments demonstrate the city’s continued commitment to improving NMT infrastructure and creating safer, greener, and more accessible streets and public spaces.

The plan reflects Addis Ababa’s growing commitment to walking and cycling as essential elements of a sustainable, inclusive, and people-centred transport system. Building on the city’s Corridor Development Programme, it assesses progress in developing walkways, cycle tracks, greenways, and connections to public transport, while identifying remaining gaps in infrastructure quality, connectivity, institutional coordination, and integration with mass public transport.

Looking ahead, the NMT Implementation Plan 2025–2028 provides a practical framework for strengthening walking and cycling as key components of everyday mobility and integrating them more effectively with public transport and wider urban development. It seeks to consolidate the progress made, address remaining challenges, and support a safer, healthier, more equitable, and sustainable transport system for Addis Ababa’s future growth.
