Egypt Active Mobility Strategic Framework 2025-2034
The Egypt Active Mobility Strategic Framework 2025–2034 sets out a national framework to transform how people move within Egyptian cities, placing people at the centre of urban mobility planning. Despite widespread walking and cycling, most Egyptian streets are designed primarily for motorised traffic. This imbalance has contributed to chronic congestion, air pollution, unsafe road conditions, social exclusion, and limited accessibility, particularly for women, children, older adults, and people with disabilities.
The Strategy was developed by the Institute for Transportation and Development Policy (ITDP) in collaboration with the Ministry of Housing, Utilities, and Urban Communities (MoHUUC), the New Urban Communities Authority (NUCA), UN Environment Programme (UNEP), and UN-Habitat. It supports Egypt’s broader climate and sustainable development objectives, including commitments under its Nationally Determined Contribution (NDC).
What the Strategy Delivers:
- A national vision and targets to increase walking and cycling mode share, reduce car dependence, and improve road safety and air quality.
- Design principles and standards for complete streets, pedestrian networks, cycle tracks, intersections, street lighting, and universal access.
- Gender-responsive and inclusive approaches that address safety, security, and accessibility, particularly for women, children, and people with disabilities.
- Implementation guidance covering institutional roles, capacity building, and monitoring and evaluation.
- Clear investment benchmarks recommendations to improve coordinated planning and financing access.
By 2034, the Strategy envisions cities with interconnected, safe, and inclusive networks for walking and cycling. To realise this vision, it calls for the development of high-quality pedestrian and cycling infrastructure, improved street management, expanded bike-share systems, and sustained community engagement. Together, these measures will help create healthier, more accessible, and more vibrant cities across Egypt.
